Donna Bobbish is Of Counsel in the Infrastructure and Energy practice at Paul Hastings and is based in the firm’s Washington, D.C. office. She has over 30 years’ experience in the energy regulatory and transactions area. She has advised clients with respect to energy regulatory matters in connection with energy project development and transactions, such as project financings, mergers, and acquisitions (including electricity generation projects, energy storage projects, electricity transmission projects, natural gas pipeline, and liquefied natural gas (LNG) projects), and has represented clients before the Federal Energy Regulatory Commission (FERC) and the U.S. Department of Energy (DOE) in rate, facilities disposition/acquisition, merger, Qualifying Facility (QF), Exempt Wholesale Generator (EWG), enforcement, import/export authorization, and rulemaking proceedings.

Donna started her career at FERC, where she was a Public Utilities Specialist in the Office of Pipeline and Producer Regulation, an Attorney Advisor in the Office of Administrative Law Judges, an Attorney Adviser in the Office of the General Counsel, Electric Rates and Corporate Regulation, and a Trial Attorney in the Office of General Counsel, Gas and Oil Litigation.

During the Clinton Administration, she served at DOE as Director, Office of Natural Gas Policy in the Office of Policy and Senior Director, Regulatory Policy in the Office of International Affairs, advising the Secretary of Energy and other senior administration officials on policy and regulatory issues associated with domestic and international energy markets. While at DOE, Donna also worked with foreign governments and international organizations on energy sector regulatory reforms. Among other things, she drafted a downstream Gas Act for the Republic of South Africa, and was the principal author of the Asia Pacific Economic Cooperation (APEC) Natural Gas Initiative.
