Overview

Lisa Rubin is an attorney in the Global Fintech & Payments practice at Paul Hastings, based in the firm’s San Francisco office. She specializes in regulatory issues pertinent to financial technology, including blockchain-based products and services, offering in-depth advisement on the landscape of federal securities laws and digital assets. Her counsel extends to emerging payments technologies, including tokenization and U.S. dollar-backed stablecoins, where she frequently interacts with state and federal regulators.

Lisa works with financial institutions and other companies providing financial products and services, such as fintechs. She focuses a substantial portion of her practice on representations involving government investigations, enforcement, and litigation, and frequently represents institutions in matters involving the U.S. Securities and Exchange Commission (SEC), Consumer Financial Protection Bureau (CFPB), and the Department of Justice (DOJ).

Lisa also has an active state regulatory practice, representing institutions in matters involving the New York Department of Financial Services (NYDFS) and the California Department of Financial Protection and Innovation (DFPI). Lisa also has experience managing federal and state litigation from inception through trial. Lisa holds a J.D. from USC Gould School of Law and a B.A. from UCLA.
