On 16 April 2004, China took a major step forward in opening its markets to foreign investors. The "Regulations on the Administration of Foreign Investment in the Commercial Area," issued by the Ministry of Commerce on 16 April, to take effect 1 June 2004, dramatically expand the opportunities for foreign companies to participate in the large and growing Chinese marketplace.
