FCC Proposes Far Reaching Rule Changes to Foster Broadband Services Using MDS and ITFS Spectrum

The Federal Communications Commission is proposing sweeping changes to its rules to facilitate the provision of fixed and mobile broadband access, educational and other advanced wireless services in the 2500-2690 MHz band. This large 190-MHz block of spectrum presently is designated for the provision of Instructional Television Fixed Service, Multipoint Distribution Service and Multichannel Multipoint Distribution Service. In our view, the contemplated changes create an interesting possibility that this historically underutilized portion of radio spectrum will finally be able to achieve its full potential.
