California Issues Draft CEQA Guidelines for Greenhouse Gas Emissions

On January 8, 2009, the California Governors Office of Planning and Research (OPR) issued draft guidance concerning the analysis and mitigation of the potential effects of greenhouse gas (GHG) emissions associated with projects subject to review under the California Environmental Quality Act (CEQA). The draft guidelines put to rest any lingering questions about whether lead agencies must determine under CEQA if a projects GHG emissions will have a significant impact on the environment and whether any such impact must be mitigated.
