This month, the Office of Federal Contract Compliance Programs (OFCCP) issued final regulations under VEVRAA and Section 503 of the Rehabilitation Act, and published a substantially revised 500-page Federal Contract Compliance Manual (FCCM). The new regulations impose substantial new compliance obligations for federal contractors, and the FCCM makes material changes to the ways the agency will evaluate a contractors' adherence to its affirmative action and equal opportunity obligations.
