Overview
Keith Feigenbaum is Of Counsel in the Global Trade Controls practice of Paul Hastings and is based in the firm’s Washington, D.C. office. Keith advises clients on a broad spectrum of government contracts and national security matters, including compliance counseling, export controls, foreign ownership, control, and influence (FOCI), cybersecurity, mergers and acquisitions, suspension and debarment, bid protests, investigations, claims and disputes, and other issues impacting government contractors and federal grantees. Prior to private practice, Keith served in several capacities with the U.S. Department of Defense, including the Defense Logistics Agency’s Office of General Counsel and the U.S. Army Judge Advocate General’s (JAG) Corps. As an Army Reservist, Keith is a lieutenant colonel and adjunct professor of government contract and fiscal law at the Army JAG School in Charlottesville, VA. He holds an active Top Secret/SCI security clearance.
Keith is admitted in Delaware, New Jersey, and Pennsylvania, and is supervised by an Attorney Licensed in the District of Columbia.

- Conducted export control audits and internal investigations assessing aerospace and defense companies' ITAR and EAR compliance.
- Advised defense contractors, hardware manufacturers, and software developers on compliance with U.S. government cybersecurity and supply chain security requirements.
- Advised defense contractors on compliance with the National Industrial Security Program Operating Manual.
- Represented a global construction company in winning a bid protest challenging the government's past performance, technical and cost-realism evaluations regarding construction services.
- Represented a defense contractor in winning a bid protest challenging the government's technical and price evaluations concerning global supply contract.
- Designed and implemented export control compliance program for aerospace company.
- Represented a major research university in a civil investigation and suspension and debarment proceedings involving multiple federal agencies.
